Summer is over in Victoria for another year. I have a theory that the sociability of people in a place depends on the amount of sunshine. Since most socializing with people you don't already know takes place outside and people are less likely to go outside in cold weather, it seems like an obvious link. Population density is the other factor for sociability, with less-populous places being less sociable. Victoria's cool weather and low population combine to create a place with insular people.
