These ropes of lights are Christmas lights. A man who owns a number of the businesses on Park Street (and perhaps some buildings?) is a Christian, so he has the lights put up a week or so before Christmas. I like the mix of religions in India. From my naive point of view, a lot of them seem like pretexts for street parties, which I am very much in favour of! I would love to experience either Holi or Diwali in India so I can take my own photos, and experience the food and celebrations.
